{"id":647,"date":"2010-08-23T18:56:59","date_gmt":"2010-08-23T14:56:59","guid":{"rendered":"http:\/\/blog.dubaicityguide.com\/site\/?p=647"},"modified":"2010-08-23T19:00:14","modified_gmt":"2010-08-23T15:00:14","slug":"secure-flight-compliance","status":"publish","type":"post","link":"https:\/\/blog.dubaicityguide.com\/site\/secure-flight-compliance\/","title":{"rendered":"Secure Flight Compliance"},"content":{"rendered":"<p>The  Department of Homeland Security (DHS) and the Transportation Security  Administration (TSA) require Secure Flight Passenger Data (SFPD) be entered into  every reservation made for travel November. 1, 2010, and beyond.<\/p>\n<p>Customers  planning to travel by air <u>must<\/u> provide the following data when making a  reservation:<\/p>\n<p>\u00e2\u20ac\u00a2  Name as it appears on Passport<br \/>\n\u00e2\u20ac\u00a2 Date of Birth<br \/>\n\u00e2\u20ac\u00a2 Gender<br \/>\n\u00e2\u20ac\u00a2 Redress  Number (where applicable)<\/p>\n<p>It  is vital to understand that SFPD is not an optional entry. Without SFPD,  customers will not be allowed to travel.<\/p>\n<p>With  the possibility of fines up to $27,500 per person and the potential of travel  agency debit memos as a result of non-compliance \u00e2\u20ac\u201c not to mention customer  inconvenience \u00e2\u20ac\u201c SFPD must be present in the reservation at the time of ticketing  or least 72 hours in advance of flight departure American.\u00c2\u00a0 Failure to do so  will inhibit ticketing of the reservation beginning September 15, 2010 for  travel on and after November 1 2010.<\/p>\n<p>To  achieve the programme\u00e2\u20ac\u2122s mandate of 100 percent compliance, American is  developing a software application that will search its database to look for  reservations that DO NOT contain SFPD. When a reservation is found without SFPD,  it will be retrieved from the database and sent to an agency queue for the  immediate addition of SFPD into the reservation. This \u00e2\u20ac\u0153Search and Send\u00e2\u20ac\u009d process  will occur on a weekly basis.<\/p>\n<p>Also,  after consulting with other industry professionals and in response to the many  questions we have received about the Secure Flight programme and its  implementation, we have complied a list of <u>Frequently Asked Questions<\/u>  (below) to provide some helpful insight into the programme and its functional  requirements.<\/p>\n<p>Refer  to your GDS provider for help with subscriber formats.<\/p>\n<p>Sabre  subscribers only should use the format shown below, which includes middle name  (as applicable) and a two-digit year in the date of birth.<\/p>\n<p><strong>4DOCS\/DB\/DATE  OF BIRTH\/GENDER\/LAST<\/strong>NAME<strong>\/FIRST<\/strong>NAME<strong>\/MIDDLE<\/strong>NAME<br \/>\n<strong>4DOCS\/DB\/01JAN41\/M\/LAST\/FIRST\/MIDDLE<\/strong><\/p>\n<p>Please  do no confuse SFPD with the format for the Passenger Name field, where the  middle name is not required, or the passport data information, which is  currently not accepted by American.<\/p>\n<p>More  help is available to you at  <a href=\"http:\/\/www.aa.com\/SecureFlight\">AA.com\/SecureFlight<\/a>  and  <a href=\"http:\/\/www.aa.com\/Agency\">AA.com\/Agency<\/a>.  The  TSA\u00e2\u20ac\u2122s website also is an excellent source of reference at <a href=\"http:\/\/www.tsa.gov\/SecureFlight\">www.tsa.gov\/SecureFlight<\/a>.<\/p>\n<p>Remember,  Secure Flight is a mandatory government programme that requires 100 percent  compliance from everyone involved in making a flight  reservation.<\/p>\n<p align=\"center\"><strong>Agency Frequently  Asked Questions on Secure Flight Passenger Data (SFPD)<\/strong><\/p>\n<p><strong>Q1:<\/strong> \u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <strong>What is  Secure Flight and what does it do?<\/strong><\/p>\n<p><strong>A1:\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0  <\/strong>Secure Flight is a  behind-the-scenes programme developed by the Department of Homeland Security  (DHS)\/Transportation Safety Administration (TSA), to enhance the security of  domestic and international commercial air travel through the use of improved  watch-list matching. Do I need to do  anything?<\/strong><\/p>\n<p><strong>A4:<\/strong>\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Yes. Contact  the customer to obtain their Secure Flight Passenger Data to update their  reservation. The TSA requires SFPD 72 hours prior to  departure<\/p>\n<p><strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>Q5:\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 If  Passenger\u00e2\u20ac\u2122s driver&#8217;s license has one name, but the name on the passport is  different. Which one should I provide?<\/strong><\/p>\n<p><strong>A5:\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0  <\/strong>If  the\u00c2\u00a0\u00c2\u00a0 passenger is travelling on an international itinerary, a passport is  required. That is the ID they will present to the TSA at the airport security  checkpoint. The name should match a valid government\u00e2\u20ac\u201cissued identification, In  this case, the traveller\u00e2\u20ac\u2122s passport. If your passenger is travelling domestic \u00e2\u20ac\u201c  the name needs to match the ID they present to the TSA at the airport security  checkpoint.\u00c2\u00a0 If they are going to present a valid drivers license &#8212; a valid  government issued ID &#8211;, the name should match the name as it appears on the  drivers license. If they use a passport, the name should match the name as it  appears in the passport<\/p>\n<p><strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>Q6:\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Is the middle  name or initial required?<\/strong><\/p>\n<p><strong>A6:\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0  <\/strong>The  Secure Flight Final Rule requires &#8220;full name&#8221; as it appears on a person&#8217;s  non-expired government-issued photo ID that they will use when travelling. The  DHS\/TSA has advised that a confirmed passenger is considered a ticketed  passenger, and further may impose a fine under the Secure Flight  mandate.<\/p>\n<p><strong>Q11:\u00c2\u00a0 If a  reservation is booked within 72 hours of flight departure with Secure Flight  Passenger Data (SFPD) in the reservation\u00c2\u00a0 and the ticket purchase date is not  until the next day will the reservation\u00c2\u00a0 be cancelled even though the SFPD is in  the reservation? <\/strong><\/p>\n<p><strong>A11:\u00c2\u00a0\u00c2\u00a0  <\/strong>Entering Secure  Flight Passenger Data will not cancel a reservation. The same ticketing rules  that apply today will apply for tickets issued on or after September 15, 2010,  for travel on or after November 1, 2010, where the agency can enter SFPD  information at the time the reservation is made, but they will still have 24  hours to ticket.<\/p>\n<p><strong>Q12:\u00c2\u00a0 How will AA  identify flight segments that require SFPD?<\/strong><\/p>\n<p><strong>A12:\u00c2\u00a0\u00c2\u00a0  <\/strong>All  AA flights require Secure Flight Passenger Data (SFPD)  collection.<\/p>\n<p><strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>Q13:\u00c2\u00a0 Is it possible  that the travel agency will be able to issue tickets by override after they have  received an error message requesting Secure Flight Passenger  Data?<\/strong><\/p>\n<p><strong>A13:\u00c2\u00a0\u00c2\u00a0  <\/strong>Agencies will not be  able to override the issuance of a ticket after receiving an error response  (ERC800 that American Airlines will be sending the issuing source if the data is  missing). SFPD must be in the AA reservation to issue a 001 validated  ticket.<\/p>\n<p><strong>Q14: Does the name  field in the reservation need to match the Secure Flight Passenger Data in the  SSR field?<\/strong><\/p>\n<p><strong>A14:\u00c2\u00a0\u00c2\u00a0  <\/strong>The  name field and\/or name on the ticket do not need to match the name used in the  SSR DOCS for the SFPD. Even if the passenger\u00e2\u20ac\u2122s full name is in their record,  that name field will not be transmitted to the TSA. The SFPD name information in  the SSR DOCs and DOCO is required to match the name as it appears on the valid  government issued ID.\u00c2\u00a0 The name in the SSR is the only name transmitted to the  TSA.\u00c2\u00a0American encourages agencies to update names in the agency profiles to be  in sync with the valid government-issued ID.<\/p>\n<p><strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>Q15:\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 If a  passenger is on an international itinerary and I\u00e2\u20ac\u2122ve entered passport information  via the standard DOCS SSR, do we still need to collect SFPD and enter it via a  separate DOCS\/DB SSR? \u00c2\u00a0<\/strong><\/p>\n<p><strong>A15:<\/strong>\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0If you have  correctly added passport information into the reservation via a properly  formatted SSR DOCS, that data is sufficient and\u00c2\u00a0 meets the Secure Flight  mandate.\u00c2\u00a0 American Airlines submits the portion of that SSR DOCS which contains  the SFPD, so it is unnecessary to enter a DOCS\/DB.\u00c2\u00a0 Remember, when performing a  cancel\/rebook transaction make sure your PNR shows SSR DOCS as being applied to  all segments before you End Transaction.\u00c2\u00a0 Some GDS segment-associate their SSRs,  and you may need to \u00e2\u20ac\u0153re-enter\u00e2\u20ac\u009d SFPD when new segments are added to the  reservation before you End Transaction.<\/p>\n<p><strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>Q16:\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 If the  travel agent receives the error message ERC800, would it be possible for a  travel agent to issue tickets by force after they receive the error message  requesting the SFPD? <\/strong><\/p>\n<p><strong>A16:\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0<\/strong>Agencies will not be  able to force the issuance of a ticket after receiving the error message ERC800  (that is the Error Response Code that American Airlines will send the issuing  source if the data is missing).
